Standard 5.E - Planning and Evaluation Library and information resources planning activities support teaching and learning functions by facilitating the research and scholarship of students and faculty. Related evaluation processes regularly assess the quality, accessibility, and use of libraries and other information resource repositories and their services to determine the level of effectiveness in support of the educational program.

5.E.1 The institution has a planning process that involves users, library and information resource staff, faculty, and administrators.

The library has a planning process that involves its users, staff, and administration (generally in regards to necessary staffing and funding). The institution (WOU), however, does not seem to have any strategic plan re. information resources - in the time that I've been here, the prevailing attitude has been to provide funding without real consideration to present and future needs of the departments involved (library and UCS). This puts us in a yearly "survival" mode. WOU must do some planning that takes us several years out so that we may plan to allocate resources accordingly. (Bryan)

5.E.2 The institution, in its planning, recognizes the need for management and technical linkages among information resource bases (e.g., libraries, instructional computing, media production and distribution centers, and telecommunications networks).

Linkages exist between the media production and library units (VPS unit being part of the library). I would say that any management and technical linkages that exist between the library and UCS exist mainly due to the efforts of staff in both departments to maintain a good working relationship. No formal planning efforts exist that take into account linkages between the units. (Bryan)

5.E.3 The institution regularly and systematically evaluates the quality, adequacy, and utilization of its library and information resources and services, including those provided through cooperative arrangements, and at all locations where courses, programs, or degrees are offered. The institution uses the results of the evaluations to improve the effectiveness of these resources.

The library will use the LIBQUAL survey in 2006 to assess many of these factors, and to utilize the data.

Required Exhibits: 1. Printed materials that describe for students the hours and services of learning resources facilities such as libraries, computer labs, and audio-visual facilities. 2. Policies, regulations, and procedures for the development and management of library and information resources, including collection development and weeding. 3. Statistics on use of library and other learning resources. 4. Statistics on library collection and inventory of other learning resources. 5. Assessment measures utilized to determine the adequacy of facilities for the goals of the library and information resources and services. 6. Assessment measures to determine the adequacy of holdings, information resources and services to support the educational programs both on and off campus. 7. Data regarding number and assignments of library staff. 8. Chart showing the organizational arrangements for managing libraries and other information resources (e.g. computing facilities, instructional media, and telecommunication centers). 9. Comprehensive budget(s) for library and information resources. 10. Vitae of professional library staff. 11. Formal, written agreements with other libraries. 12. Computer usage statistics related to the retrieval of library resources. 13. Printed information describing user services provided by the computing facility. 14. Studies or documents describing the evaluation of library and information resources.

What is your perspective on the role of technology at Western Oregon University?

The primary role of technology at Western Oregon University is to enable students, faculty and staff to study and work more efficiently and in greater depth than could be accomplished without the use of the technology. Ideally, technology enables:

  • Communication (email; web site; blogs)
  • Interaction and collaboration (wikis; web forums)
  • Information retrieval and research (web site; library databases)
  • Access to information in multiple formats (streaming audio and video; scanning/digitization of files)
  • Production (MS Office applications; web authoring tools; graphic editors)
  • Engagement with information to support learning (MATLab, Inspiration, SPSS)

WOU’s role with regard to technology is:

  • To equip students with the knowledge, skills, and resources to effectively use information resources and technology in college and beyond.
  • To provide support that allows teaching faculty to make effective use of evolving technology in the classroom and in their research.
  • To provide consistent support and training for staff to enable effective use of evolving technology to support students and faculty.

Library and Media Services plays a central role in facilitating and promoting effective use of technology by WOU students, faculty, and staff. We are also one of the largest users of information technology on the WOU campus. Insufficient planning, assessment, and financial and human resources dedicated to technology infrastructure significantly limit what we are able to accomplish.

In your opinion, what are the top five technology and academic infrastructure needs at Western Oregon University?

  • Students need to receive immediate assistance and solutions when confronted with hardware or network barriers to completing essential tasks – productivity, research, or use of online course, communications, and administrative systems.
  • Faculty and staff need multiple networked communications, storage, and course management options, and the training, support, and administrative privileges to use such systems on their own, while retaining the option of receiving support if necessary.
  • Faculty, staff, and students need support and training for technology systems such that they receive immediate and consistent service and solutions no matter their location or time of day.
  • Technology support units need to have planning and budgeting consistent with providing adequate service to the campus, and an assessment plan that incorporates a model for continuous quality improvement.
  • All members of the WOU community need input in developing a comprehensive technology plan for the university. The plan should articulate:
    1. The expectations we have for WOU students (entering and graduating) with regard to their use and mastery of various technologies
    2. Best practices in the use of technology by faculty and staff
    3. Funding that does not rely upon the Student Technology Fee.

Day shift: 0800 to 1800 Monday through Friday Unsupervised shift: 1800 to 0800 Monday through Friday Unsupervised shift: All day and night Saturday and Sunday

This job works with the same principles that any term paper would. If each person takes the initiative to do what is required of them before hand it won't be such a feascoe when it is the end of the term or in this case when the job needs to be taking care of. Think of it as when people will do whatever it takes to make their garbage fit in the can without dumping it, untill it gets too full and explodes on the persons who has too change the liner. Qualifications

Customer service skills are a must. Experience with customer service over a phone line preferred. Good communication skills are also necessary. Must be able to follow written instructions without direct supervision.

Purpose

The Service Request line takes support calls from Faculty and Staff. They gather information for the support technicians. At times, they will relay information to callers. They also monitor numerous devices and programs to ensure the safety and working efficiency of Western Oregon University. Ensures that alarm notification is relayed to Public Safety efficiently and calmly.

Duties and Responsibilities

As this job is listed as an essential service, punctuality and responsibility are paramount. Most communication from University Computing staff to this position will be via email. Providing an email that you check regularly on and off the job for information about this position's responsibilities will be necessary. This position is expected to gather information from support calls. Professional phone contact will be expected.

Some important questions to ask the caller are; WOU# located on the tower of computer or main body of other appliances, Full name and proper spelling of the caller, a number to get a hold of them or an alternate # if they will be off campus, The priority of the problem i.e. if it is preventing them from using their computer then it is a major priority, When a good time is for them to send a tech down i.e. if they leaving work and want to be present when their appliance is being worked on, lastly, remember to ask these questions in a polite and timly manner trying not to interupt the caller this may be discouraging when in need of help. Work Environment

Open office environment. Can be noisy and chaotic, people come in and out of the office all day long. After 1700 and before 0800 the office tends to be quieter. After 1800 the Service Request Representative is often alone in the office. The office is locked with restricted entry after 1700 and before 0800. -- JoanGuralnick - 14 Jul 2005.

Not to worry too much this office is probably the safest place on campus and Public Safety is just a call and two blocks away. Standard 5.A - Purpose and Scope

The primary purpose for library and information resources is to support teaching, learning, and if applicable, research in ways consistent with, and supportive of, the institution’s mission and goals. Adequate library and information resources and services, at the appropriate level for degrees offered, are available to support the intellectual , cultural and technical development of students enrolled in courses and programs wherever located and however delivered.

5.A.1 The institutions information resources and services include sufficient holdings, equipment and personnel in all of its libraries, instructional media and production centers, computer centers, networks, telecommunications facilities and other repositories of information to accomplish the institution’s mission and goals.

    • In an ongoing attempt to provide the effective integration of technology into Western’s academic life and on keeping campus user technology current and easy to use, Computing Services supports facilities across campus for personal and instructional academic endeavors.1,4 7,8,21,16

    • When compared to similar institutions1,2,3, Western’s technology support staff is minimal. With the smallest technology support staff in the Oregon Higher Education system, staffing for Computing Services is just able to meet University needs. A couple of small “crisis” can create a larger than reasonable problem for Western’s population as there may be only one person available to “fix” each crisis. Minimal staffing also prevents the staff from working on development projects for the future.27, 17

    • The services provided by Computing Services and Telecommunications are separate but both departments work hard at communication to insure that services are provided.

    • The University appears to do an incomplete job orienting students to the needed resources for online classes. At the beginning of each term Computing Services receives several calls and visits from students who have registered for online classes and have no idea how to participate.     • Western’s campus supports dual computer platforms. In areas such as Music, Art and Education you will find Apple computers in use. Other areas of campus make use of PCs. Many of the open computer labs supply access to both platforms.4,5

Standard 5.B – Information Resources and Services

Information resources and services are sufficient in quality, depth, diversity and currency to support the institution’s curricular offerings.

5.B.1 Equipment and materials are selected, acquired, organized and maintained to support the educational program.

    • At the time of Western’s last review, access to a file server was provided for a fee to some areas of operation. In keeping up with present technology the current network and server design provide scalability, performance and reliability to the entire Western community. We have highly trained staff capable of maintaining current services and preparing for the future of these services.

    • The only obstacle to performance in this area is the current budget constraints18 which keep staffing at a minimum level. Budget constraints also hamper retention of staff and may lead to insufficient funds when an update to the current equipment is necessary.27

5.B.2 Library and information resources and services contribute to developing the ability of students, faculty and staff to use the resources independently and effectively.

    • Computing Services continues to search out tools to enhance the abilities of faculty, staff and students to perform tasks. Along with reliable access to the World Wide Web and a variety of software program 5, services on campus include web based applications such as email and a personal calendar, Forums,13 Twiki14 and a public html page for each individual. Other services include a personal, network share where each individual can store information as needed.15 Faculty and students are able to access their network shares from their home computers.15

5.B.3 Policies, regulations and procedures for systematic development and management of information resources, in all formats, are documented, updated and made available to the institution’s constituents.

5.B.4 Opportunities are provided for faculty, staff and students to participate in the planning and development of the library and information resources and services.

    • Input is provided from the Student Technology Fee Committee9 and the Academic Infrastructure Committee10 . Computing Services is currently polling faculty and staff as to software needs through an online survey.19 Computing Services also has an effective open door policy which has fostered several one on one relationships.

    • Weekly meetings with groups like the Teaching Research Institute and the Finance and Administration Division have contributed to the development of procedures, policy and services. The web based Music listening venue, Jukebox, is one successful example of an ongoing collaboration with the Music department.6

    • The large number of student employees working in a variety of areas in Computing Services also provides us with the opportunity to use student ideas in our everyday practices.3,30

5.B.5 Computing and communications services are used to extend the boundaries in obtaining information and data from other sources, including regional, national and international networks.

    • Computing Services continues to search out tools to enhance the abilities of faculty, staff and students to perform tasks. Along with reliable access to the World Wide Web 22,23, services on campus include web based applications such as web based email and a personal calendar, Forums13, TWiki14 and a public html page for each individual.15, 22,23

    • Computing Services, in conjunction with Telecommunications, continues to work on expanding wireless access around campus. 24,25

    • Along with reliable access to the World Wide Web and a variety of software programs 23,5, services on campus include web based applications such as email and a personal calendar, Forums,13 TWiki14 and a public html page for each individual15. Other services include a personal, network share where each individual can store information as needed.15 Faculty and students are able to access their network shares from their home computers.15

    • Internet and network resources are accessible in open computer labs 4,5,6 and in many classrooms and auditoriums7 across campus.

5.C.2 In cases of cooperative arrangements with other library and information resources, formal documented agreements are established. These cooperative relationships and externally provided information sources complement rather than substitute for the institution’s own adequate and accessible core collection and services.

    • Western has entered into an agreement that allows us to digitize the Music department’s music collection and make the recordings available via our network. The contract restricts access to these recordings to campus only.31

Standard 5.D – Personnel and Management Personnel are adequate in number and in areas of expertise to provide the services in the development and use of library and information resources.

5.D.1 The institution employs a sufficient number of library and information resources staff to provide assistance to users of the library and to students at other learning resources sites.

    • When compared to similar institutions1,2,3, Western’s technology support staff is minimal. With the smallest technology support staff in the Oregon Higher Education system, staffing for Computing Services is just able to meet University needs. 5.D.2 Library and information resources staff include qualified professional and technical support staff, with required specific competencies, whose responsibilities are clearly defined.

    • Staffing is one of our strengths when the individual employees are considered. Everyone is aware of and “owns” their job. However, due to minimal staffing1,2,3, everyone has to be prepared to cover any position for which they have the skills. Having an understaffed office requires us to have more diffuse job descriptions!

5.D.3 The institution provides opportunities for professional growth for library and information resources professional staff.

    • Personal professional development is built into the staff schedule for everyone in Computing Services. Learning resources are made available in house and a portion of every work week is to be devoted to professional development.

5.D.4 Library and information resources and services are organized to support the accomplishment of institutional mission and goals. Organizational arrangements recognize the need for service linkage among complementary resource bases (e.g., libraries computing facilities, instructional media and telecommunication centers).

    • Computing Services supports several online resources to help departments with administrative duties. The online Purchase Request system20, Service Request system16, web based email, and Twiki14. Banner provides services online for many administrative duties such as grade posting and student information for faculty, registration, financial aid and housing services for students.11

5.D.5 The institution consults library and information resources staff in curriculum development.

    • The Academic Infrastructure Committee10 would be a logical group to coordinate some of this with Computing Services. However, this group only meets once a month for nine months of the year. Unfortunately, input given on that time line would drastically slow down technology updates and innovations across campus.

    • Currently, Computing Services is contacted on a one to one basis by the faculty or department involved for technology to support their curriculum.

5.D.6 The institution provides sufficient financial support for library and information resources and services and for their maintenance and security.

    • A recent self assessment has determined that Computing Services would be better able to provide services with more staff and funds.27

  • Planning for future computing resources is based on statistical data gathered from surveys, regularly recorded onsite observations measuring the student lab usage,4 statistics on classroom equipment use,7 statistics generated by the Service Request System,16 and input from the Student Technology Fee Committee9 and the Academic Infrastructure Committee10.

  • Due to the fact that we have centralized Computing Services for the campus, Western also operates on the “small town” model of communication. Many application needs with respect to information resources are communicated in an informal, department to department manner. One area where we see confused communication of technological needs appears to be due to a lack of understanding on how duties are divided between the separate departments of Telecommunications and Computing Services. We have worked steadily to achieve a single point of communication for technology based needs however, this division of services causes confusion with the user base and confounds communication.17

  • Computing Services also has some workers, who along with their other duties, have been assigned to various departments as liaisons. These departments include, but are not limited to, Residential Services, Physical Plant, and Library.32 The Banner team, a group composed of members from Computing Services and the Business Office, serves as consulting and tech support for the multitude of Banner applications used in administrative functions around campus.

  • The Academic Infrastructure Committee10 is supposed to serve as an advisory board to University Computing Services and Directors of the Library. In practice, however, this committee only meets once a month for, at most, nine months of the year. This schedule makes it hard to consult with or coordinate technological developments with the committee. Possibly, as a result of this schedule, the committee often seems unresponsive or slow to respond to inquiries. As keeping up with available technology and campus technological needs is not the primary function for members of this group, perhaps it is unrealistic to expect them to respond as quickly as the technological needs of the campus demand.

5.E.2 The institution, in its planning, recognizes the need for management and technical linkages among information resource bases (e.g., libraries, instructional computing, media production, and distribution centers, and telecommunications networks).

How do they communicate their current and future needs to us?

  • Computing Services has, in part through the use of student employee programmers30, developed several web based applications for several departments which allow faculty, staff and students to access services and information across campus. These services include, but are no way limited to, purchasing technology20, location and times for open access computer labs on campus4, online music listening room6, instructional/classroom use technology7,8, student administrative tasks11, and faculty administrative tasks12.

  • The need for convenient, immediate access to both scholastic and administrative information on the world wide web and the university network has propelled our ever expanding wireless network on campus.24,25

  • With LDAP authentication covering up to 85% of applications used on campus, a single set of user-ids and passwords per user has streamlined and demystified most computer accessed resources.27

  • Student workers in Computing Services aid Campus Public Safety by monitoring security cameras, a fire and burglar alarm system from the Service Request Desk and notify Public Safety officers by radio when needed. This activity is logged and kept for reference.29

5.E.3 The institution regularly and systematically evaluates the quality, adequacy and utilization of its library and information resources and services, including those provided through cooperative arrangements, and at all location where courses, programs or degrees are offered. A couple of small “crisis” can create a larger than reasonable problem for Western’s population as there may be only one person available to “fix” each crisis. Increased development and maintenance of Computing Services web presence would provide greater assistance to the Western community. 27

My Declarative Statement

The University does employ sufficient computing staff to meet the generalized needs of the University community. The University does not employ enough computing staff to foster any sense of growth. Any global gains or improvements in our environment have to occur, burstlike, in short (read disruptive) periods. We simply do not have the staff to engender long-term projects.

Adam's Retort

The LC list is really the way to go. I think we can trim it down in some places (like the listings by instrument can be shorter) and expand it in others (like Jazz, being that this school is supposed to specialize in "popular music"). The break between Religous and Secular vocal music is going to be very helpful. I really want to talk with the new prof. before we do anything drastic, I'll call Karen and see whats up with that. As for Keller, he won't be in the state until next month.

Basic statement of current opinion of WOU 5.A status

  • MY opinion is, I'm sure, biased as I am part of the University Computing Services department.
  • I think we do a good job - things don't crash often, or go without attention.
  • We've got nice stuff, but we seem to be cronically under-funded.
  • I'm really interested to know how we end up defining sufficient.
  • Hopefully we can learn something from PSU

I guess that just because I've never thought we lacked anything, doesn't really mean anything. I do think we probably lack sufficient staff (and therefore staff funding). I'll need to do some research to compare our resources to our curriculum. I am also pleased by the expansion of the Smart Classrooms, which puts technology INTO the departments area.

Overall, I have a high opinion, but I think it's probably better to wait for the facts then make some judgements.

Overview of the Self-Study Project

This is a very basic overview of the process, designed for people who are joining a team, or who just want to know what all the fuss is about.

The overall purpose of this entire exercise is to prepare a document for presentation to the Northwest Commission on Colleges and Universities (NWCCU) as part of the re-accreditation process that WOU must undergo every ten years. Additionally, the document will help us see for ourselves how we are doing as an institution.

The format of the self-study document is defined by the NWCCU, and is divided into nine "Standards", each of which is a section describing an aspect of the university's function. Under each standard are several points, and under each point may be several sub-points, all for which must be addressed and documented in the final report.

The document is written by groups consisting of members of the WOU community. Though the project as a whole is overseen by a steering committee, each of the nine standards is the responsibility of a particular group, drawn from all over the WOU community. That group is divided into teams to cover all the points under their standard.

It is the job of these groups to describe and document the state of affairs at Western Oregon University, relating to their particular standard. Each group must research their area during Winter and Spring Terms of the 2005-06 school year, and present a draft of their section of the report in Spring Term. Work on supporting documentation and exhibits will continue through Summer and Fall Terms. The steering committee will combine these drafts and exhibits into the full document, for publication at the beginning of 2007, in preparation for the visit of the accreditation team later that Spring.

NWCCU Standard 5

Standard 5 A

Library and Media Services (LMS) and University Computing Services (UCS) are the two units on campus with primary responsibility for providing library and information resources to support teaching, learning and research. The mission of LMS is to support the university’s dedication to student success and enhance its commitment to discovery, creativity, critical thinking, and diversity by providing and encouraging the use of quality information, media resources, and services. The primary focus of UCS is to support the effective integration of technology into the academic and administrative life of the university and to keep campus user technology current and easy to use.

LMS provides students, faculty and staff with reference services and instruction in library and information literacy skills. LMS also develops and manages a comprehensive collection of physical and electronic information resources that support the curriculum. Library services and collections are housed in the recently constructed Wayne and Lynn Hamersly Library building, which provides ample space and equipment for instruction, individual and group study, and related activities. LMS is also responsible for managing print and video production services offered on campus. Results from the 2006 Lib QUAL+ survey indicate that faculty and students are generally satisfied with the library's core collection and related information resources.

UCS is responsible for management and on-going development of the information technology infrastructure and services offered on campus. In addition to administering enterprise-level systems that provide essential network and campus data management services, UCS acquires and manages hardware and software deployed for use by students, faculty and staff across campus. UCS also provides techincal support for end-users and manages multimedia equipment used in classrooms.

The library's general collections are developed by the library faculty, each of whom is assigned to serve as liaison for at least one academic unit on campus. Library faculty work closely with teaching faculty to select resources that support the educational program. Printed monographs and journals constitute the bulk of the library's physical resources, but the scope of the collection was recently expanded to include K-12 curriculum materials and materials in non-print formats, including video and sound recordings. All physical materials in the library's collection are cataloged and processed to withstand repeated use. Approximately 28% of the physical materials in the collection have been published since 1990. Over the past decade, the library has also greatly expanded the scope of the collection through the acquisition of remote access electronic resources.

LMS and UCS provide many services that contribute to developing the ability of students, faculty, and staff to use information resources independently and effectively. During the 2005-06 academic year, LMS faculty and staff provided approximately 114 hours of instruction in 73 different sessions of information literacy and library instruction. LMS also provides a number of online tutorials.

Policies, regulations and procedures for systematic development and management of library resources in all formats are documented, reviewed regularly, and revised as needed. Documents of public interest, including the Collection Development Policy, are available on the LMS web site. The Acceptable Use of Computing Resources Policy is updated regularly and available on the university web site. Library and information resource policies are also summarized in a variety of campus publications, including the Catalog, the Faculty Handbook, and Plan-It WOLF.

The Academic Infrastructure Committee provides faculty with opportunities to review and influence services offered by LMS and UCS. The Student Technology Fee Committee (STFC) provides students with opportunities to influence equipment purchases and services offered by LMS and UCS.

Standard 5 C

The first General Recommendation contained in the 1997 report of the accreditation evaluation team expressed concern about the adequacy of the library building. Action to address this concern was already underway in 1997, and following several years of careful planning and targeted fundraising, the Wayne and Lynn Hamersly Library building opened to the public in September 2000. The building is open to the public 96 hours per week during Fall, Winter, and Spring terms, and a student study lounge is available from 7:30 a.m. to 2:30 a.m. daily. The entire building remains open for extended hours for one week at the end of each term, according to a schedule established in consultation with student government. The LMS web site provides access to library collections and services, including links to subscription databases and WOLF, the library's online catalog. When possible, LMS provides off-campus access to restricted access electronic resources via a proxy server.

UCS administers systems that provide students, faculty and staff with reliable access to the Internet and a variety of other services, including email, personal calendars, Forums, TWiki and individual space for publishing web pages. Individual network accounts provide users with access to secure space on centralized file servers where documents and other resources relevant to instruction and research can be stored and are regularly backed up. Many services are web-based, enabling authorized users to access them from any location where they have access to the Internet and a web browser. UCS supports several methods for accessing network file server space from off-campus locations. Authorized users can also access network and web-based services from workstations located in computer labs across campus, including the Hamersly Library. Dormitories, offices and many classrooms are also equipped with Internet and campus network access via either standard Ethernet ports or wireless access points. Faculty and students can book or borrow a variety of multimedia equipment from UCS or the Technology Resource Center.

Results from the 2006 Lib QUAL+ survey show that students, faculty and staff are highly satisfied with the new building and generally satisfied with the quality, level, breadth, quantity and currency of resources and services that LMS provides. Usage statistics recorded in Winter Term 2006 show that workstations in Hamersly Library are more heavily used than those in other campus computer labs.

  • There was a steady rise in the number of requests generated by WOU patrons which topped out in 2001-2001 (5710 requests), though the number remained high through 2002-2003 (5552 requests). During this time the number of requests sent by WOU patrons exceeded the number of requests that we received from other libraries. In 2003-2004, the number of requests by WOU patrons dramatically dropped (4382 requests) and has been in decline since. During this same time, the number of requests that we have filled for other institutions has increased so that the requests that we are filling for other libraries is exceeding the number of requests we generate. A possible explanation for this lies in the addition of several online journal sets to the collection. The first of these JSTOR was in 2003-2004 and coincides with the initial decrease.

WOU is a full member and active participant in the Orbis Cascade Alliance, a consortium of more than 30 academic institutions in the Pacific Northwest. Alliance membership includes access to Summit, a union catalog that facilitates searching for and requesting books and other materials from other member libraries, courier services, and participation in consortial purchase of electronic resources, including online databases and e-journal packages. WOU also belongs to OCLC and makes extensive use of its cataloging and resource sharing services. Membership in these two organizations enables the library to provide ready access to a broad array of resources that complement and enhance local collections and services, and allows the library to focus limited local resources on acquiring materials and providing services essential to support local curricular needs. To obtain high speed Internet access, WOU participates in the Network for Education and Research in Oregon (NERO). WOU has also entered into a formal agreement with the University of Oregon to gain access to Internet2.

As of July 1, 2006, LMS staff consists of 6 FTE professional librarians, 12 FTE classified and unclassified professional staff, and approximately 12 FTE student workers for a total of 29 FTE or about 6 staff per 1,000 student FTE. This represents an increase of approximately 16% over library staffing levels in 1996-97. This is slightly below average compared to 2004 IPEDS data for our peer institutions. LMS staffing is sufficient to operate the building with a minimum of 3 staff members present for 96 hours per week during the regular academic year and to provide other essential services, including acquisitions, cataloging, circulation, collection development, interlibrary loan, instruction, reference, and reserves. LMS relies heavily on student workers to provide core services, including staffing the building past 9:00 p.m. during Fall, Winter, and Spring terms. WOU has the smallest number of information technology support staff among Oregon University System institutions. UCS staff are just able to meet routine needs. For both UCS and LMS, coping with crises and providing time for development of new services and skills is very challenging.

Professional librarians at WOU are tenure track faculty members who must have at least a Master of Library Science (MLS) degree. The Dean of Library and Information Services has a Ph.D., and four out of the five other librarians have a second master’s degree in addition to the MLS. Two other current members of the LMS permanent staff have also completed the MLS while being employed at WOU. Detailed position descriptions for faculty, professional, classified and student positions in LMS are reviewed annually and updated when appropriate. Library faculty members are subject to the same pre and post tenure review process as members of the teaching faculty, and all classified staff members are formally evaluated by their supvervisors on an annual basis. LMS staff members participate in professional development and training activities regularly.

The 1997 Self-Study Report listed three units responsible for providing library and information resource support at WOU: the Academic Computing Resource Center, Educational Media, and the Library. Since that time, the university has invested considerable time and effort in reorganization efforts aimed at meeting changing needs and achieving maximum efficiency. The biggest change came with the dissolution of the Educational Media unit in 2002-03 and the reassignment of its essential functions and some of its personnel to LMS and UCS. UCS assumed responsiblity for managing and providing technical support for audiovisual equipment used in classrooms across campus. LMS took over management of audiovisual and K-12 Curriculum Collection materials as well as print and video production services on campus. Initially, LMS also managed the Technology Resource Center, but this function was transferred to the Center for Teaching and Learning in 2005. Dissolving the Educational Media unit allowed the university to eliminate several staff positions, resulting in substantial cost savings. Funds from the Educational Media budget were reallocated to LMS and UCS to support positions that were transferred as part of the reorganization. These reorganization efforts have produced both benefits and challenges. Now that LMS is responsible for collecting and managing information resources in all formats, students and faculty have more centralized and uniform access to these resources to support teaching and learning activities. UCS has increased capacity to support the development of multimedia "smart" classrooms across campus. Both units have struggled to sustain educational media functions with only minimal adjustments to their base budgets to support the added responsibilties.

Funds in the LMS materials budget allocated for purchase of monographic materials are allocated to specific disciplines according to a detailed formula that reflects the educational program. The allocation formula is reviewed annually and adjusments are made as needed to ensure that funds are distributed as effectively as possible.

Planning, constructing and making effective use of the Hamersly Library building has been a primary focus for LMS over the past decade. LMS consulted extensively with various campus constituencies throughout the design and construction process. This process recently culminated with the library's participation in the 2006 Lib QUAL+ survey, which showed that there is a high level of satisfaction with the new building and the facilities that it provides among all library users.

The Dean and LMS faculty meet weekly during the regular term and hold extended planning retreats at least once per year. Reviewing the effectiveness of operations and services is a major focus of these meetings. LMS as a whole conducts planning retreats annually.

LMS faculty and staff were active participants in the most recent campus-wide strategic planning process, with one member of the faculty serving on the steering committee.

Hello,

After being gone for classes last week and swamped when I came back, I am sorry I am late getting into here and trying my page. I read you posting Joan and was trying to remember how to respond, I need to go back and read the WIKI help stuff since I dont remember. AGH.

O..We were going to post something about how I think level 5 is doing on Lib and information systems service area.

My contact has been really limited compared to the rest of the team, but it has been excellent from a user viewpoint. I have watched the team working in the library be so supportive to our MAT web-based students. Their patient help has been very appreciated and welcomed.

As a student conducting my own research again, the resources from the library have been great, I am getting lib. loans, online documents, and articles I need so far. The staff is always friendly and helpful.

Is there a need for improved connections between serving online students, the network service and library service? Well..I think we are all scrambling to catch up to what can and should be done. This will be an exciting opportunity to watch the changes continue!! Susan

University Computing Services, or UCS, is responsible for maintaining and improving all computing and networking resources of WOU. We buy equipment and software, set it up, help people get the most out of it, and track licensing and inventory. We provide network accounts, storage, and systems like email, the website, the forums, and this wiki server. We keep most of the world's spam and viruses out of your inbox.

The following settings are web preferences of the Administrative web. These preferences overwrite the site-level preferences in TWikiPreferences, and can be overwritten by user preferences (your personal topic, eg: TWikiGuest in the Main web).

Preferences:

  • List of topics of the TWiki.Administrative web:

  • Web specific background color: (Pick a lighter one of the StandardColors)
    • Set WEBBGCOLOR = #D0D0D0

  • List this web in the SiteMap:
    • If yes, set SITEMAPLIST to on, do not set NOSEARCHALL, and add the "what" and "use to..." description for the site map. Make sure to list only links that include the name of the web, e.g. Administrative.Topic links.
    • Set SITEMAPLIST = on
    • Set SITEMAPWHAT = Topics on this web will include administrative functions from any area on campus.
    • Set SITEMAPUSETO = ...used for collaborating on administrative topics.

  • Exclude web from a web="all" search: (Set to on for hidden webs)
    • Set NOSEARCHALL =

  • Prevent automatic linking of WikiWords and acronyms (if set to on); link WikiWords (if empty); can be overwritten by web preferences:
    • Set NOAUTOLINK =
    • Note: Use the [[...][...]] syntax to link topics in case you disabled WikiWord linking. The <noautolink> ... </noautolink> syntax can be used to prevents links within a block of text.

  • Default template for new topics and form(s) for this web:

  • Preferences are used as TWikiVariables by enclosing the name in percent signs. Example:
    • When you write variable %WEBBGCOLOR% , it gets expanded to #D0D0D0 .
  • The sequential order of the preference settings is significant. Define preferences that use other preferences first, i.e. set WEBCOPYRIGHT before WIKIWEBMASTER since %WEBCOPYRIGHT% uses the %WIKIWEBMASTER% variable.
  • You can introduce new preferences variables and use them in your topics and templates. There is no need to change the TWiki engine (Perl scripts).

Thunderbird is a great email client for someone who does not care about having an integrated calendar. Thunderbird will allow connection to our LDAP directory giving access, and auto-complete for email addresses for campus users.

What is Sufficient?

Who knows...

Wikipedia: "A sufficient condition is one that, if it is satisfied, the result is certain to happen. Jumping is sufficient to leave the ground, but not necessary; there are many other ways one can leave the ground instead without doing that."

Dictionary.com: "Being as much as is needed."

Our whole issue (5.A) is about whether or not our services/collections are 'sufficient'.

Well after perusing PSU's short and sweet descriptions for Standard 5 (as a whole) and Standard 5a, there is not even a mention of the word 'sufficient'. They do say what they do and have, but they are letting that (hopefully) stand on it's own...
